The Town of Van Horn City Offices, including City Hall, City-County Library, Clark Hotel Museum, the Convention Center, and the Utility Office are open to the public. 

City Hall lobby is open Monday through Friday, from 7:00 a.m. until noon, and from 1:00 p.m. until 4:00 p.m.

Face coverings are recommended when conducting business inside City Hall, City-County Library, Clark Hotel Museum, and Convention Center. 

City Hall staff is also reachable via phone and email during business hours. Payments can also be left in the drop box located in the lobby of City Hall.

The State of Texas enacted Senate Bill 5, known as "The Safe Outdoor Dogs Act", in effect beginning January 18, 2022. A new tethering law, the Act bans the use of chains or heavy weights as restraints for dogs outside, and also requires owners to provide adequate shelter, shade and clean water for the tethered animals. 

A dog owner who breaks the law can be fined $500 (first offense) and repeat offenders could face a Class B Misdemeanor, up to 180 days in jail, or a fine of up to $2,000.

The Consumer Confidence Report (Drinking Water Quality) for the Town of Van Horn for the calendar year 2022 is available for review at City Hall during normal business hours. It is also available to view at 2022 Consumer Confidence Report.

In compliance with H.B. 872, the Town of Van Horn will not disclose customer information under the Public Information Act (PIA) unless the customer elects to make the information public or under certain exceptions. Customers have the right to request disclosure, and may do so by filling out this form, by marking the appropriate box and returning it by mail or electronically.
